China - Country Partnership Framework for the Period FY2026-2031 : Supporting Documents
Overview & Synopsis
China is sustaining solid growth while navigating uneven economic rebalancing, rapid population aging, technological shifts, and a demanding low-carbon transition, with lingering vulnerabilities in the property market and local public finance alongside notable but incomplete progress in pollution reduction and ecosystem restoration and persistent disparities in human capital and service quality. The World Bank Group Country Partnership Framework will focus on enabling productivity and domestic demand-driven growth for jobs by improving the business environment, advancing consistent and transparent regulation, deepening financial markets, mobilizing private capital, and strengthening social protection and fiscal frameworks that support consumption and resilience. It will enhance human capital by expanding access to healthcare, long-term care, insurance, lifelong learning, and education services, developing the silver economy and silver finance, aligning workforce skills with green and digital labor market needs, and supporting job transitions and productive longevity through stronger labor market institutions and service delivery models. The program will accelerate the green transition by pairing policy support with targeted financing to decarbonize power, industry, transport, and buildings; mainstream circular economy solutions across manufacturing, waste, agriculture, and water; strengthen clean air and climate action planning; and scale nature-based solutions, ecosystem restoration, integrated coastal management, and sustainable water resources management. A knowledge-centered approach will anchor inbound analytics and advisory to inform reforms, while outbound exchanges will share Chinaβs experience on skills development, health reform, livable and low-carbon cities and transport, circular economy and pollution management, ecosystem and biodiversity protection, water management, rural transformation, and innovative finance. Selective IBRD lending and IFC financing, complemented by MIGA guarantees, will develop scalable models and crowd in private investment, while IFC and MIGA will also support responsible outbound investments by Chinese firms in sectors such as green manufacturing, food systems, resilient healthcare, and the circular economy to create jobs and improve access to quality goods and services in other emerging markets.
