Montenegro Digital ID and Trust Services Diagnostic
Overview & Synopsis
This diagnostic assesses Montenegro’s digital identity and trust services ecosystem and its alignment with the European Union’s digital identity and trust services framework as part of the country’s EU accession and digital transformation efforts. Using the World Bank’s Identification for Development (ID4D) methodology, the report evaluates Montenegro’s legal, institutional, and technical readiness to support secure, interoperable, and mutually recognized digital identity systems and trust services. It examines key areas including the legal framework, foundational identity systems, digital identity infrastructure, trust services, cybersecurity, data protection, and institutional governance, while considering the country’s role in broader Western Balkans digital integration initiatives. The diagnostic identifies gaps and challenges that must be addressed to achieve compliance with the European Digital Identity Framework and develop a digital identity wallet that can support regional and cross-border interoperability. The report provides a roadmap for legislative, institutional, and technical reforms aimed at strengthening digital identity governance, enabling trusted digital services, supporting integration into the EU Digital Single Market, and advancing inclusive digital and economic development.
