Pakistan - Punjab Tourism for Economic Growth Project
Overview & Synopsis
Ratings of the PK: Punjab Tourism for Economic Growth Project for Pakistan were as follows: outcome was moderately satisfactory, Bank performance was satisfactory, and M&E quality was substantial. Sustained government ownership and engagement across political and administrative levels are essential to preserve reform momentum; frequent leadership turnover hindered institutional memory and pace, and concentrating implementation oversight within the Department of Tourism could improve mandate alignment and continuity. Infrastructure investments in roads, mobility services, and site amenities yield durable tourism benefits only when paired with destination management and dedicated operations and maintenance (O&M) financing during and after the project; counterparts should embed O&M funding and stewardship plans upfront to safeguard service quality and asset longevity. Subnational reforms can catalyze broader initiatives and peer learning; documenting results and establishing structured knowledge exchanges with other provinces and national tourism authorities can accelerate replication of effective combinations of regulatory reform, heritage conservation, skills development, and private sector facilitation. Tourism development benefits from an integrated spatial approach that combines infrastructure, destination planning, heritage conservation, visitor services, and institutional strengthening, with a greater emphasis on destination and corridor development rather than dispersed, stand-alone sites. Rapidly growing domestic tourism requires tailored product packaging, branding, and promotion; authorities should improve regulatory clarity and streamline business registration, and support investors with skilled workforce development, de-risking instruments, insurance, and tariff-related incentives while continuing efforts to attract international arrivals; developing domestic tourism can provide resilient revenue growth and diversify demand across meetings, incentives, conferences and expos (MICE), destination weddings, and wellness travel.
