Cote d'Ivoire - Enhancing Government Effectiveness for Improved Public Services Project
Overview & Synopsis
Ratings of the Enhancing Government Effectiveness for Improved Public Services for Côte d’Ivoire were as follows: outcome was satisfactory, Bank performance was moderately satisfactory, and M&E quality was modest. Lessons learned include that addressing binding systemic constraints through digitized, foundational public management reforms can achieve large, measurable gains when there is strong government ownership and when disbursement-linked indicators (DLIs) are anchored in robust diagnostics; this was evidenced by restored textbook delivery systems, biometric monitoring that eliminated ghost beneficiaries, stronger tax administration, and rapid growth of digital payments. Multi-sector programs benefit from a strong, centrally placed coordination mechanism that can unblock cross-government issues; having a capable technical secretariat with a mandate and the capacity to engage focal points proved central to coherence, efficiency, and sustainability. Setting interoperability requirements at appraisal is necessary but insufficient; without active, continuous enforcement during implementation, critical systems (for example, in health and revenue administration) risk being deployed without full integration, diluting benefits. The appointment of an Independent Verification Agent (IVA) is operationally critical in PforR and delays can slow disbursements; interim solutions are possible but suboptimal. Recommendations are to design future DLIs to target binding system constraints where there is political appetite for change, ensuring strong central coordination and parallel capacity building to sustain reforms; to define from the outset the institutional architecture that holds credible arbitration power across ministries and how it will be resourced, particularly for complex, multi-sector operations; to engage development partners financing parallel systems early and track compliance with interoperability requirements from the first Implementation Status and Results Report, while embedding sustainability measures—such as maintenance financing and skills transfer—in the Program Action Plan well before closing; and to begin IVA recruitment during preparation with terms of reference cleared and shortlisting underway prior to Board approval, given recurrent regional delays and growing reliance on PforR instruments. These lessons and recommendations emphasize disciplined results design, empowered coordination, enforceable systems integration, and early verification readiness to secure and sustain service delivery gains.
