Paraguay - Completion and Learning Review of the Country Partnership Framework for the Period FY19-FY23
Overview & Synopsis
This Completion and Learning Review (CLR) assesses the performance of the World Bank Group’s FY19–FY23 Country Partnership Framework (CPF) for Paraguay, including contributions from IBRD, IFC, and MIGA. Aligned with Paraguay’s 2018–2023 development agenda and informed by the 2018 Systematic Country Diagnostic, the CPF focused on strengthening governance, enhancing resilience and natural capital management, and building human capital. Despite significant challenges from droughts and the COVID-19 pandemic, progress toward CPF objectives was rated Moderately Satisfactory, with notable achievements in policy dialogue, human capital development, climate action, and institutional strengthening. World Bank performance was rated Good, supported by expanded lending, advisory services, and innovative engagement approaches. During the CPF period, IBRD commitments exceeded US$905 million, IFC invested US$261 million, and MIGA mobilized US$200 million in private capital. Key lessons highlight the importance of realistic results frameworks, sustained technical assistance, stronger climate engagement, and integrated financing and reform support to maximize development impact and maintain strategic relevance.
