Overview & Synopsis

This diagnostic assesses Kosovo’s digital identity and trust services ecosystem against international good practices and the European Union’s digital identity framework, with the objective of supporting digital transformation, regulatory alignment, and future integration with EU digital systems. The report evaluates Kosovo’s readiness across key areas including the legal and institutional framework, foundational identity systems, digital identity infrastructure, trust services, cybersecurity, and data protection. It finds that Kosovo has established strong foundations for digital identification and has made progress in developing a digital identity wallet and trust services framework, but significant legal, institutional, governance, and technical gaps remain for full alignment with the European Digital Identity Framework. The report highlights the need for further harmonization with EU legislation, strengthened supervisory and cybersecurity capabilities, enhanced trust service governance, and improvements to digital identity wallet implementation and interoperability. It provides recommendations for advancing legislative reforms, institutional arrangements, and technical capabilities to enable trusted, secure, and interoperable digital identity and trust services, support regional integration across the Western Balkans, facilitate future cross-border recognition, and promote inclusive digital and economic development.
