Democratic Republic of Congo - Investment Facilitation Project
Overview & Synopsis
Investment Facilitation Project for the Democratic Republic of the Congo, whose development objectives are to improve investment readiness of select infrastructure projects and strengthen institutional capacity for delivery of public investment projects. Component 1: Improving preparation and readiness of public investments supports priority investments in agriculture, energy, transport, and water by financing high-quality feasibility studies and strategic environmental and social analyses, integrating early climate risk screening, and ensuring climate-resilient, technically sound designs; it also strengthens upstream governance for better selection and validation of finance-ready projects aligned with national strategies and key corridors. Sub-components: Sub-component 1.1, Developing a portfolio of finance-ready investments, finances feasibility studies and associated environmental and social instruments with robust terms of reference and quality assurance to reduce delays and de-risk downstream implementation; Sub-component 1.2, Operationalizing the Pre-investment Fund, provides institutional assessments, technical assistance, and procedures and management information systems to operationalize a permanent mechanism established by decree for financing preparatory studies, embedding climate risk screening and transparent eligibility and governance. Component 2: Institutional strengthening and capacity building creates a critical mass of professionals across government and public enterprises in project management, procurement, financial management, environmental and social risk management, and monitoring and evaluation through a tiered, gender-responsive training program that includes certifications, on-the-job learning, secondments, and a train-the-trainers model; it forges partnerships with national and accredited international institutions, enhances curricula and standards, develops management information systems for investment planning and oversight, and establishes a multidisciplinary SWAT team within the Project and Program Monitoring Unit to resolve implementation bottlenecks while promoting womenβs participation and safe learning environments. Component 3: Project management finances overall coordination, fiduciary management, monitoring and evaluation, and implementation support for the Project Implementation Unit and relevant ministries, including performance incentives for designated civil servant focal points and twinning arrangements, and maintains a provision for unforeseen implementation needs to ensure timely and accountable delivery.
