Overview & Synopsis

Regional Emergency Preparedness and Access to Inclusive Recovery Phase 3 for Democratic Republic of the Congo has the development objective to strengthen the financial and operational preparedness of the country to respond quickly to climate and other shocks. Component 1: Regional Climate Risk Fund (RCRF) establishes a pooled regional platform managed by African Risk Capacity Limited (ARC Ltd) that provides a menu of pre-arranged instruments linked to national delivery channels, including reserves for moderate and frequent shocks that can be rapidly withdrawn by the Ministry of Finance (MoF) following an operations manual, contingent financing through a Deferred Drawdown Option (DDO) to replenish reserves for more severe and less frequent shocks once predefined conditions are met, and sovereign parametric insurance placed in international markets for catastrophic climate events; together these instruments emphasize speed of disbursement, flexibility in country choices based on risk profiles, sustainability through mobilization of private capital, and transparent flow of funds into a MoF escrow account and onward to eligible delivery channels under robust fiduciary and environmental and social standards. Component 2: Technical Assistance and Operationalization of the RCRF supports the effective and accountable use of pre-arranged finance and the strengthening of national systems. Sub-components include: a) Implementation costs and program management through ARC Ltd, ensuring dedicated staffing and specialized functions such as fiduciary, environmental and social, treasury, and investment management; b) Robust regional governance arrangements that link the RCRF to country delivery channels via funds-flow mapping, traceability through Fundschain, third-party monitoring and operational audits, and capacity building to meet Environmental and Social Framework (ESF) requirements; c) Operational preparedness through contingency planning and annual crisis simulations, peer-to-peer learning, and financial literacy for women and women-owned or led small and medium-sized enterprises (WSMEs), while strengthening the General Directorate of Civil Protection and pre-identifying and contracting delivery channels for households, farmers, and micro, small and medium-sized enterprises (MSMEs); and d) Insurance advisory services to design cost-effective sovereign parametric insurance, support a disaster risk finance strategy, and build local actuarial capacity through a partnership between the insurance regulator and the University of Kinshasa.
