Côte d'Ivoire – Joint World Bank-IMF Debt Sustainability Analysis
Overview & Synopsis
Côte d’Ivoire’s risk of external and overall debt distress is assessed as low. The upgrade from moderate to low reflects three key factors: (i) an improvement in the Composite Indicator (CI) score, which lifted debt‑carrying capacity from medium to strong and resulted in higher applicable LIC‑DSF thresholds, (ii) sustained prudent debt management by the authorities, including proactive liability‑management operations that have reduced near‑term debt service and smoothed the repayment profile; and (iii) a strengthening of debt dynamics supported by fiscal consolidation and enhanced revenue mobilization under the Fund‑supported programs. Under these higher thresholds, debt indicators remain below their limits under both the baseline and stress‑test scenarios. However, given the volatile global economic context, maintaining prudent debt management and a cautious borrowing strategy will remain essential.
