Overview & Synopsis

The Democratic Republic of Congo (DRC) Third Phase of the Regional Emergency Preparedness and Access to Inclusive Recovery (REPAIR) Project aims to strengthen the financial and operational preparedness of participating countries to respond rapidly to climate-related and other shocks. The project will provide DRC with access to pre-arranged disaster financing through the Regional Climate Risk Fund (RCRF), combining reserves, contingent financing, and parametric insurance. DRC has allocated US$150 million in IDA financing, comprising US$20 million for reserves, US$120 million for contingent financing, and US$10 million for insurance premiums, leveraging an estimated US$50 million in private capital mobilization. The project will support rapid response to floods, epidemics, and other disasters while enhancing disaster risk financing mechanisms. Complementary technical assistance funded through the Global Shield Financing Facility (GSFF) will strengthen governance, operational preparedness, delivery systems, crisis response planning, disaster risk finance capabilities, and the development of sovereign parametric insurance solutions to improve resilience and protect vulnerable populations.
