Overview & Synopsis

This ‘How to Note” distils lessons from a World Bank Group (WBG) research program on Service Delivery in Protracted Conflict and Violence (PCV). It is a companion to the research program synthesis paper, which summarizes findings from an extensive review of the evidence, including operational practice. It will be tested and refined during the second phase of this research program. The note outlines a decision-making process on how to support service delivery in contexts of protracted crisis and violence. The process consists of three steps and is intended to be used as a decision tool for project preparation, implementation, and evaluation. Even in contexts where data and information are limited, teams can still form a reasonable assessment. Assessments should rely on analysis and triangulation of available data, including official data but also informal sources and feature prominently local voices.
