Ghana – Joint World Bank-IMF Debt Sustainability Analysis
Overview & Synopsis
Helped by strong cedi appreciation and growth, and efforts to rein in policy and reform slippages that emerged in the run-up to the December 2024 elections, all debt indicators fell below their respective LICDSF thresholds by end-2025, resulting in a mechanical signal of moderate risk of debt distress three years before expected. With the exchange rate stabilizing and a strong 2025 fiscal outturn, IMF and WB staff are upgrading Ghana’s debt risk rating in this DSA to ‘moderate’ with limited space to absorb shocks, in line with the mechanical signal.
