Overview & Synopsis

Sovereign Investor Relations (SIR) is a strategic and operational function bridging the goals of public debt management strategy and investors’ preferences with the objective of minimizing sovereign borrowing costs. While transparency is essential, transparency alone is not enough. While the principles of transparency and investor engagement are relevant for all sovereigns, this paper recognizes that not all countries face the same market demands or possess the same institutional capacity. The guidance is therefore primarily aimed at countries that lie between the two extremes: on the one hand, low‑capacity sovereigns with basic debt reporting and disclosure systems; and on the other, advanced emerging markets with well‑resourced investor relations units. The choice between a dedicated Investor Relations Unit (IRU) and a leaner SIR function depends on country specific factors. SIR can play an important and useful role in debt restructuring by filling critical gaps in information sharing, helping ensure that investors and other stakeholders receive timely, accurate, and coherent information during periods of heightened uncertainty. This paper provides implementable and practical tools, including ready-to-use templates, to guide policymakers and debt managers as they go about establishing SIR functions. It sets out: (i) how to formulate an SIR strategy and turn it into a document that facilitate and strengthen implementation; (ii) practical steps when setting up SIR functions, such as institutional models (e.g. from lean focal points to dedicated Investor Relations Units -IRUs), and SIR staffing, and products; (iii) the importance of SIR for debt restructuring; (iv) engaging with credit rating agencies; (v) new trends and technologies applied to IR. The paper also includes country examples illustrating how different sovereigns operationalize SIR in both normal and stress conditions.
