Overview & Synopsis

The objective of the Incentivizing Nutrition-Sensitive and Climate-Smart Investments among Poor Households Project for Angola is to ​improve access to nutrition services and climate-smart income generating activities amongst social safety net program beneficiaries in two target municipalities of Cunene and Huambo provinces. It will: (i) develop and test innovative mechanisms to boost investments in human capital and climate-resilient income generating activities among Kwenda cash transfer recipients, and (ii) contribute to the evidence base and overall learning agenda of Kwenda by assessing the potential of these innovative mechanisms for integration at scale. By complementing the IBRD loan that finances Kwenda with grant resources, JSDF funding will provide a catalytic “sandbox” for experimentation, offering FAS-IDL flexibility, time, and resources to pilot and refine approaches that enhance Kwenda’s human capital orientation and impact. Pilot activities will be implemented in consultation with JICA, the Japanese Embassy, and other relevant partners, while drawing on local community input, global evidence, and the experience of the World Bank’s Health, Nutrition, and Population (HNP) Global Practice. Lessons from the pilot phase be taken into account for the development and implementation of the larger Kwenda program, creating a unique opportunity to influence a US$400 million operation with the ambition to reach 2.3 million households.
