Overview & Synopsis

The development objective of Quilombola Territorial and Environmental Management Project for Brazil is to strengthen the operational architecture for Quilombola territorial and environmental governance and promote climate-resilient and adaptive environmental management and biodiversity-compatible livelihood activities in selected Quilombola territories in the Legal Amazon.Component 1 establishes the governance, institutional, and operational foundations of a Quilombola Fund aligned with PNGTAQ, supporting community co-design, stakeholder consultations, legal and institutional structuring, governance mechanisms with Quilombola representation, operational policies and safeguards, monitoring and reporting systems, GHG monitoring, communication and fundraising strategies, and the development of linkages with climate finance mechanisms such as JREDD+ and TFFF. Component 2 provides technical assistance for the preparation and implementation of PGTAQs through Sub-component 2.1, which develops PGTAQ guidelines and strengthens the institutional, planning, governance, climate finance readiness, and organizational capacities of Quilombola communities while consolidating territorial investment demands through digital and territorial management tools, and Sub-component 2.2, which supports selected communities in designing and implementing PGTAQs focused on territorial and environmental management, sustainable livelihoods, productive inclusion, climate finance readiness, business development, digital solutions, and the participation of women and youth. Component 3 finances project management, procurement, financial management, environmental and social risk management, monitoring and evaluation, stakeholder engagement, coordination with MIR, preparation of the Project Operations Manual, annual planning, external audits, and independent mid-term and final evaluations to ensure effective project implementation and accountability.
