Morocco - Country Partnership Framework for the Period FY2026-2035 : Annex 1 - Results Matrix Intervention Logic and Short-term Business Planning
Overview & Synopsis
Morocco faces constrained private sector dynamism, territorial disparities, infrastructure bottlenecks, climate risks including droughts and floods, skills mismatches with low labor market participation among women and youth, and gaps in social protection and human capital that limit inclusive growth. In the coming years, the World Bank Group will support a productivity-driven, private sector-led growth model by improving the business environment, strengthening competition policy and regulation, and advancing reforms that enable greater private participation, including in state-owned enterprise sectors. The program will help crowd in private capital, expand access to finance for small and medium enterprises, and foster innovation and technology diffusion to raise firm productivity and competitiveness. It will prioritize inclusive, connected, and resilient territories by improving sustainable transport connectivity, logistics and urban mobility, enhancing the efficiency and resilience of infrastructure, and strengthening territorial planning and coordination. The agenda will also bolster climate resilience through better water management, risk-informed investment, disaster risk reduction, and support to the blue economy. To build human capital, the program will expand access to quality health, nutrition, and population services and improve education outcomes from early childhood through higher education, with a strong focus on job-relevant skills and employability. Cross-cutting efforts will reinforce digital service delivery, data systems, and institutional coordination to improve targeting, accountability, and the effectiveness of public investments, while promoting inclusion for women and youth.
