Access, Use, and Gender Gaps : The Geography of Digital Exclusion in Low, and Middle-Income Countries
Overview & Synopsis
This note estimates coverage, usage, and gender gaps in 81 LMICs using coverage data from the International Telecommunication Union (ITU) and sex-disaggregated Internet use data from the Global Findex 2025 Digital Connectivity Tracker. While these gaps provide a useful framework for understanding digital exclusion, their relative importance varies across countries. Examining these gaps in LMICs can enable policymakers to deploy the most effective combination of supply-side infrastructure expansion, demand-side adoption programs, and gender-targeted interventions to ensure meaningful connectivity.
