Overview & Synopsis

This validation of the World Bank Group Completion and Learning Review for the China Country Partnership Framework for fiscal years 2020 to 2025, adjusted by the 2024 Performance and Learning Review, rates the development outcome as Satisfactory and World Bank Group performance as Good, with five objectives achieved and four mostly achieved within a selective, knowledge-driven program aligned with government priorities and the Systematic Country Diagnostic, consolidated through portfolio adjustments and increased use of Program for Results. Advancing Market and Fiscal Reform: The program mostly achieved its objectives by strengthening conditions for competition and private sector development and improving elements of subnational fiscal management and infrastructure financing. Business environment conditions improved beyond targets, access to finance expanded with tens of millions of micro, small, and medium enterprises reached and strong growth in loans to women-owned firms, and fiscal management scores in Hunan increased, while innovative infrastructure financings met targets; private mobilization for green urban investments rose but remained below target, and dissemination of fiscal reform proposals was substantial. Promoting Greener Growth: The program achieved the transition toward a lower carbon path and progress in low-carbon transport and cities, sustainable agriculture, and natural resource management, while mostly achieving pollution reduction. Cumulative greenhouse gas reductions from energy savings and renewables far exceeded targets, green and blue finance markets deepened, public and non-motorized transport use expanded, green building certifications grew, and municipal waste treatment increased. Contaminated land remediation and persistent organic pollutant disposal surpassed targets and chemical oxygen demand reductions were close to target, but reductions in ozone depleting substances production fell short. Sustainable agricultural practices scaled significantly in both farmers and area covered, farmers’ access to insurance expanded, and private agrifinance reach rose markedly. Forest restoration exceeded targets and flood protection and drainage benefits reached over two million people. Sharing the Benefits of Growth: The program achieved gains in early learning and skills and mostly achieved improvements in health and aged care. Hospital quality and payment reforms in Anhui and Fujian surpassed targets, aged care services expanded in Anhui, and health sector investments and advisory services reached tens of millions of patients, but the goal for a basic aged care package in Guizhou was not met. Kindergarten quality compliance and graduate employment in trained specialties improved, and private tertiary and vocational education reach grew. The validation highlights recommendations to embed analytic support around operations, simplify design in line with local conditions and national priorities, and invest in real-time monitoring and evaluation, and adds the lesson that tracing the influence of knowledge-intensive engagements requires a results framework linking analytic work to policy and institutional change through robust contribution analysis.
