Panama - Second Climate Resilience and Green Growth Development Policy Loan Project
Overview & Synopsis
Ratings of the Panama Climate Resilience And Green Growth DPL Series for Panama were as follows: overall outcome was satisfactory, relevance of prior actions was satisfactory, achievement of objectives (efficacy) was satisfactory, and Bank performance was satisfactory. Lessons learned include that a whole-of-government approach, coupled with innovative and cross-sectoral policy design, can be effective in high-income client contexts when climate objectives are explicitly linked with inclusion to build ownership and relevance; that such whole-of-government approaches carry higher coordination and implementation costs and require sustained capacity across ministries and agencies for monitoring, reporting, and validation; and that strong analytical underpinnings, careful selectivity and sequencing, and adaptive program design supported by complementary technical assistance enhance effectiveness and allow course correction amid political and institutional changes. Recommendations derived from these lessons are to sustain and strengthen interministerial coordination mechanisms, invest in data systems and institutional capacity to manage higher transaction costs associated with cross-cutting climate reforms, and maintain adaptive program design grounded in robust analytics and ongoing technical assistance to ensure feasibility and results over time. Additionally, future operations should continue integrating climate, natural capital, and inclusion objectives across sectors to preserve coherence and impact, using instruments and evidence that translate policy commitments into routine implementation.
