Central African Republic - Public Finance Review : Enhancing the Transparency, Sustainability, and Effectiveness of the Public Sector - Technical Report
Overview & Synopsis
This Public Finance Review examines the Central African Republic’s efforts to strengthen public financial management and fiscal sustainability at a critical stage in its development. Following improved security conditions and the government’s adoption of CEMAC public finance directives, CAR has advanced reforms through its 2022–26 public financial management strategy, digitalization of core financial systems, and progress toward a Treasury Single Account. However, domestic revenue remains low, the wage bill is high, and spending on education and health is insufficient, while forestry and mining revenues fall short of potential. The review provides a sequenced reform roadmap to improve revenue mobilization, public spending efficiency, cash and debt management, budget transparency, and donor confidence. By supporting sound fiscal policy and modern public administration, the report aims to help CAR create fiscal space for essential investments, strengthen macroeconomic stability, and promote sustainable and inclusive growth.
