China - Completion and Learning Review of the Country Partnership Framework for the Period FY2020-FY2025
Overview & Synopsis
This Completion and Learning Review assesses the World Bank Group's FY2020-2025 Country Partnership Framework for the People's Republic of China. The review evaluates progress against the Results Framework, appraises WBG performance in designing and implementing the program, and draws lessons to inform the next CPF. Overall CPF outcomes are rated Satisfactory and WBG performance is rated Good. The program remained relevant throughout a period of global volatility, maintaining a tight selectivity focus on global public goods, subnational institutional development, and private sector support. Across three engagement areas, advancing market and fiscal reforms, promoting greener growth, and sharing the benefits of growth, the vast majority of indicators were fully achieved or exceeded. The cross-cutting theme of global knowledge sharing added significant value. Key lessons highlight the importance of simplified project design, embedding analytical support within operations, and strengthening upstream IFC and IBRD collaboration to pilot and scale innovation.
