GovTech for Public Sector Integrity : Lessons from Across Sectors
Overview & Synopsis
Governments face persistent challenges in ensuring efficiency and integrity in public spending. Illicit practices such as corruption, fraud, and collusion drain resources, compromise service delivery, and undermine development objectives. This report examines how GovTech, understood as a whole of government x approach to modernization and leveraging of technology, can help address these vulnerabilities. Drawing on case studies from healthcare in Ghana, education in Afghanistan, civil services in the Republic of Korea, social protection in the Philippines, agriculture in India, water management in Brazil, business regulation in Moldova, and procurement in Chile, the analysis highlights recurring integrity risks in procurement and regulatory functions, benefits administration, and frontline service delivery interactions. The report describes how well designed GovTech reforms including digital identity systems, open data platforms, and interoperable registries can increase transparency and accountability when combined with institutional and governance reforms.
