Overview & Synopsis

This Post-Closure Action Plan (PCAP) Closure Note, dated July 2026, documents the successful completion of all outstanding environmental and social (E&S) obligations under the Vietnam HCFC Phaseout Project Stage II (P152232), financed by the Multilateral Fund for the Implementation of the Montreal Protocol. The project aimed to reduce hydrochlorofluorocarbon (HCFC) consumption in Viet Nam, support compliance with the Montreal Protocol, and reduce greenhouse gas emissions through adoption of alternative technologies. At project closure on December 31, 2023, only one outstanding E&S action remained, involving the Tan A Ha Nam subproject's fire protection acceptance certification. Through implementation of a Post-Closure Action Plan, the required fire safety documentation and official fire protection acceptance certificate were obtained by June 2025. Based on verification of supporting evidence, including an independent fire safety audit and official certification issued by the Ha Nam Provincial Police Department, the World Bank confirmed completion of all outstanding actions by April 2026 and recommended closure of the PCAP. The closure note will be disclosed in accordance with the World Bank's Access to Information Policy.
