Western Balkans - Enhanced Support to Prioritized Utilities Project : Grant
Overview & Synopsis
The objective of the Enhanced Support to Prioritized Utilities Project is to strengthen the capacity of selected water and sanitation utilities in the Western Balkans to improve operational performance and investment readiness through enhanced non-revenue water management, digitalization and asset management practices. The Small Grant IPF responds to this need by enabling implementation of priority performance improvement interventions that cannot be delivered through the BETF alone. The IPF will finance technically intensive activities such as NRW management programs, asset data consolidation, digital transformation, hydraulic modeling, and preparation of pre‑feasibility and investment documentation. These activities require structured procurement, field implementation, and sustained capacity building, which exceed the scope and flexibility of a Bank‑executed advisory instrument. This phase will cover an initial cohort of five utilities, with Additional Financing planned to extend support to a second cohort. Additionally, the under this IPF will also support the enhancement of information management system of a broader set of utilities, through the procurement of Information and Communication Technology (ICT) hardware.
