Overview & Synopsis

Thailand has transitioned into an upper middle income economy with strong manufacturing capabilities, deep domestic financial markets, and integration into regional and global value chains, yet growth has slowed and job creation, productivity, innovation, and resilience are challenged by market concentration, regulatory unpredictability, high household debt, rapid population aging, and increasing climate and disaster risks. In the coming years, the World Bank Group will focus on two mutually reinforcing areas: fostering a more competitive private sector and enhancing resilience for growth. Support to private sector competitiveness will prioritize accelerating private investment in advanced manufacturing, sustainable tourism, digital value chains, and agribusiness; scaling up sustainable finance and low carbon investments; strengthening the ecosystem for innovation and digital technology services including digital infrastructure, trusted data systems, AI-enabled productivity, and foundational identity; and aligning skills with industry demand through improved technical and vocational pathways and industry-education linkages. Place-based approaches will emphasize secondary cities and regional corridors to expand opportunities beyond major urban centers. To strengthen resilience, the program will help build robust water, transport, and energy infrastructure, improve flood and drought management, modernize forecasting and early warning systems, support coastal adaptation, and facilitate integration into the ASEAN regional power market. Fiscal resilience will be advanced by strengthening domestic revenue mobilization, enhancing expenditure efficiency, and improving social protection data and delivery systems through digital ID, interoperable registries, and secure payments. Across all interventions, the cross-cutting priorities are creating more and better jobs and mobilizing private capital to enable inclusive and sustainable growth.
