Administrators of mental retardation programs in 50 state departments of education (47 responded) were surveyed to obtain data on manpower needs of secondary level special education programs, certification requirements, teacher education programs for elementary and secondary level personnel, priorities in teacher education, and the extent of mandated special education legislation.
