Viet Nam - Hai Phong City Resilience Development Project
Overview & Synopsis
Hai Phong City Resilience Development Project for Viet Nam has the development objectives to improve Hai Phong City’s connectivity and access to resilient infrastructure services and strengthen capacity for urban resilience management in selected areas of the city. Component 1: Thuy Nguyen Integrated and Resilient Urban Infrastructure Development will deliver selected sections of Ring Road 3 (RR3) and associated bridges and intersections to provide climate-resilient, safe, and efficient connectivity between industrial zones, the airport, and seaports; Sub-component 1.1 will construct the RR3 road sections with resilient pavements, upsized drainage, road safety features, and two major bridges over the Cam and Ruot Lon Rivers, while Sub-component 1.2 will support land acquisition, compensation, and site clearance required for these works. Component 2: Re River Environmental Improvement will enhance environmental sanitation and protect water quality along the Re River; Sub-component 2.1 will upgrade selected sections of the river management road and embankment to prevent encroachment and illegal discharges, Sub-component 2.2 will build a wastewater treatment plant (WWTP), interceptor and pressure mains, wastewater pumping stations, tertiary sewers, and provide equipment for flood risk management and continuous monitoring of wastewater and air at the WWTP and water quality at selected water bodies, and Sub-component 2.3 will support land acquisition, compensation, and site clearance required for these activities. Component 3: City Center Flood Reduction will reduce flood risk in the historical city center through an integrated strategy of delay, store, and discharge; it will construct selected sluice gates, a storm pumping station, a box culvert, upgrade secondary and tertiary combined sewers, and add wastewater pumping stations and transmission pipelines to connect flows to an existing WWTP. Component 4: Systems and Capacity Development to Improve Urban Resilience will strengthen institutional systems and project delivery; Sub-component 4.1 will create and calibrate a dynamic hydraulic model, establish operating procedures for flood controls, set an operations and maintenance framework, and provide training on risk-informed and nature-based solutions, Sub-component 4.2 will develop water and air quality monitoring systems at the WWTP and procedures to improve wastewater service operations and maintenance, and Sub-component 4.3 will support project management and implementation, including designs, construction supervision, and contract management.
