Tanzania - Msimbazi Basin Development Project : The Inspection Panel Report and Recommendation on a Request for Inspection
Overview & Synopsis
On April 14, 2026, the Inspection Panel received a Request for Inspection concerning the Tanzania: Msimbazi Basin Development Project (P169425). The request was submitted by two individuals representing 412 affected people from Dar es Salaam, Tanzania, who requested confidentiality due to concerns about potential retaliation. The request alleges that the Project has not complied with the approved Resettlement Action Plan (RAP) and Environmental and Social Standard 5 (ESS5) on Land Acquisition, Restrictions on Land Use, and Involuntary Resettlement. According to the Requesters, deficiencies in the implementation of the compensation and resettlement process have caused significant adverse impacts on affected communities. They claim that many Project Affected Persons (PAPs) were compensated only for structures and not for land, while some have not received compensation at all. The Request also states that unresolved compensation disputes have left certain PAPs residing within the project area. In addition, concerns were raised regarding inadequate stakeholder engagement, insufficient disclosure of information, and an ineffective grievance redress mechanism. Based on these allegations, the Requesters contend that the Project’s implementation has resulted in economic hardship, uncertainty, and livelihood impacts for affected households.
