Overview & Synopsis

This validation of the World Bank Group Completion and Learning Review for Thailand’s FY19 to FY24 Country Partnership Framework, extended by the 2022 Performance and Learning Review, rates the development outcome as Moderately Satisfactory and World Bank Group performance as Good, reflecting solid progress on growth and sustainability alongside shortfalls in inclusion within a knowledge-led, IFC-complemented program adapted to COVID-19 disruptions and political volatility. Focus Area 1, Promoting Resilient and Sustainable Growth, delivered tangible results. Under Objective 1, a business environment and digitalization roadmap was delivered and regulatory compliance costs fell sharply, including a 94 percent reduction for getting electricity and a 52 percent reduction for starting a business. Under Objective 2, reform options to streamline budget and financial management were implemented, progress on a comprehensive medium-term investment plan remained incomplete, and private sector finance for green small and medium enterprises and private equity was facilitated. Under Objective 3, infrastructure quality improved through five public private partnerships structured and tendered in the Eastern Economic Corridor against a target of one, the first green bond by a Thai financial institution was supported, and national project appraisal guidelines were revised. Under Objective 4, climate and water outcomes advanced with hydrochlorofluorocarbon consumption reduced well below target, integrated water management priorities informing the Thirteenth National Economic and Social Development Plan via an interagency working group, and substantial sustainable finance mobilization, while verified greenhouse gas emission reductions fell short of target due to partial data gaps. Focus Area 2, Strengthening Inclusion, underperformed. Under Objective 5, a federated social registry was not established despite strong analytical groundwork, with data-sharing constraints under the Personal Data Protection Act and the absence of a designated lead agency blocking approval and implementation of a roadmap. Under Objective 6, no action plan was adopted to improve education cost-effectiveness and school consolidation was postponed for political reasons, while development of skilled professional schemes exceeded targets and progressed substantially. The CPF was well aligned with the 2017 Systematic Country Diagnostic and national strategies, and the PLR strengthened alignment with the Bio Circular Green economy, gender, and digitalization, but results measurement relied heavily on outputs and weak results chains that limited outcome assessment. Delivery through advisory services, reimbursable advisory services, trust-funded operations, and IFC investments proved appropriate for an upper middle income, domestically financed context, yet the advisory-only model reduced supervision leverage and repeatedly misaligned analysis with decision windows. Key lessons underscore calibrating reform ambition to available instruments and pre-agreed institutional ownership, anchoring knowledge engagements in empowered lead agencies, strengthening results frameworks, and designing Bank–IFC collaboration jointly from the outset with sequenced activities and implementation checkpoints for each focus area.
