Brazil - Decarbonization of Energy-Intensive Value Chains Project
Overview & Synopsis
Brazil: Decarbonization of Energy-Intensive Value Chains Project for Brazil, with development objectives to support the development of new technologies and catalyze financing for low-carbon industrial commodities and fuels across selected industrial and energy value chains. Component 1: Financing low-carbon industrial commodities and fuels sub-projects and common-use infrastructure, implemented by the National Development Bank of Brazil (Banco Nacional de Desenvolvimento Economico e Social, BNDES) as a financial intermediary to provide liquidity and concessionality for early-mover, commercial-scale demonstrations. Sub-components include: production of new low-carbon fuels such as low-carbon hydrogen and ammonia, green diesel, biomethane, Sustainable Aviation Fuel (SAF), and e-methanol; decarbonization of industrial commodities in sectors such as fertilizers, cement, steel, glass, chemicals, aluminum, pulp and paper through electrification with renewable energy integration, fuel switching, and energy and material efficiency; and common-use infrastructure needed to enable these investments, including low-carbon fuel storage and pipelines and energy infrastructure such as sub-transmission, high-voltage transmission considered case-by-case, and energy storage. The component channels resources through BNDES using its FINEM product for standard on-lending and a ring-fenced product to transparently pass concessional terms to sub-borrowers, applying a pricing methodology that reflects the lower cost of funds while adding administration costs and risk premia appropriate to innovative sectors. Eligibility criteria require alignment with the eligible sectors; minimum greenhouse gas emissions reductions of at least 20 percent or at least 25,000 tons of carbon dioxide equivalent annually versus baseline; minimum equity of 20 percent of capital expenditure; and at least one of the following: deployment of innovative technologies in low-carbon hydrogen and derivatives or SAF, achievement of at least 50 percent emissions reductions versus baseline, or mobilization of at least 10 percent in private debt financing. Readiness criteria cover technical and financial robustness, credible procurement and offtake arrangements, compliance with Environmental and Social Framework requirements through the BNDES Environmental and Social Management System and the Environmental and Social Compliance Plan, life-cycle emissions certification per international or national standards, and applicable permits and licenses. Portfolio-level parameters diversify risk by establishing minimum numbers of sub-projects and concentration limits, with larger individual allocations conditioned on innovation and deep decarbonization. The component incorporates transparent monitoring, midterm review, and results reporting on capital mobilization, sub-project financial close, greenhouse gas reductions, innovative technology share, more and better-paid job equivalents, citizen engagement, and grievance handling, while coordinating with the International Finance Corporation and the Multilateral Investment Guarantee Agency to enhance private capital participation as markets mature.
