Overview & Synopsis

Ratings for the Integrated Development and Competitiveness Project for Comoros were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was modest. Some lessons learned included: for large projects to succeed, transparent communication is essential to ensure stakeholder buy-in, build partnerships, and maintain commitment from the government and other stakeholders. The support to rural roads and Rural Economic Development Centers (CRDEs) had spillover effects, increasing entrepreneurship activities in the ecosystem. Shared infrastructure access, coupled with access to technical services and training, fosters collaboration among farmers, micro, small, and medium-sized enterprises (MSMEs), cooperatives, and other economic actors, facilitating their connection with local markets and expanding entrepreneurship culture and business networks. Importance of the Country Management Unit (CMU) support for the success of multi-sectoral projects in challenging fragile, conflict, and violence (FCV) environments. Considering a country’s structural constraints in project design and closely monitoring them during implementation is crucial, especially in FCV contexts. Clearly outlining the timeline and sequencing of interventions at the project’s start is vital to maximizing the integrated approach’s impact. An M and E system design sensitive to FCV context dynamics provides a basis for engaging government and stakeholders. Effective business plan competition (BPC) implementation requires iterations, continuous stakeholder engagement and upfront capacity building. Regular audits and reviews should be conducted to ensure compliance and address any deficiencies promptly. These measures will help reduce procurement delays, improve contract management, and ensure the successful execution of project activities.
