Overview & Synopsis

The development objective of the Human Capital Recovery and Resilience Program Project for Bhutan is to support building, protecting, and utilizing human capital in Bhutan. This additional financing (AF) seeks to address emerging challenges to human capital, particularly the rising incidence of noncommunicable diseases (NCDs), which are putting a greater strain on the population, affecting overall productivity as well as the capacity of the health system to respond. Royal Government of Bhutan (RGoB) expects the AF to provide much needed resources in the context of its ambitious 13th Five-Year Plan (FYP) goals which will entail both a scale-up of Program results and an expansion of its boundaries. The AF continues to support Focus Area 1: Human Capital and Focus Area 2: Resilience, of the Country Partnership Framework (CPF), which seek to address a continuum of interventions along the lifecycle. The AF will help strengthen foundational learning in the early years and school-going years, enhance the school-to-work transition by imparting relevant skills, improve employment services to better connect the working-age population to the labor market, and strengthen basic services to address rising health concerns.
