Morocco - Third Strengthening Human Capital for a Resilient Morocco Development Policy Financing
Overview & Synopsis
The development objective of the Third Strengthening Human Capital for a Resilient Morocco Development Policy Financing for Morocco is to improve protection against health risks, human capital losses during childhood, and poverty in old age and to improve climate risk management and resilience against catastrophic events. The government’s 2021-2026 program prioritizes social sector reforms. It presents four main reform imperatives: (1) expansion of protection against health risks and poverty in old age by expanding health insurance and pensions; (2) the creation of a true social assistance system with emphasis on the most vulnerable families; (3) the overhauling of the health sector; and (4) the reform of the public education system. The reform program includes substantive changes to both the demand and supply side of the health system. On the demand side, it aims to extend health insurance coverage to 22 million people, universalizing the health coverage from 70 percent to full coverage. Finally, the reform program presents to extend coverage of a sustainable pension scheme to non-salaried workers.
