Armenia - Trade Promotion and Quality Infrastructure Project
Overview & Synopsis
Ratings for the Trade Promotion and Quality Infrastructure Project (TPQI) were as follows: outcome was moderately unsatisfactory, Bank performance was moderately unsatisfactory, and monitoring and evaluation quality was modest. Some lessons learned include: TPQI integrated investment operations and a Technical Assistance component into a single Investment Project Finance (IPF), leading to execution challenges. Also, the project design included sequential activities and, in some cases, required prior reforms before implementation could begin, resulting in delays to TPQI implementation and indicating low project readiness. A phased or modular approach with more minor disbursements could have facilitated the implementation of project activities, improving efficiency. Future projects should separate complex interventions into standalone IPFs or technical assistance for better execution. While TPQI’s SORT analysis identified key risks, a stronger focus on institutional capacity and feasible schedules could have improved execution. Future projects should integrate thorough institutional capacity assessments and realistic risk evaluations that account for agency preparedness and feasible timelines, ensuring effective implementation by balancing government readiness and project schedules. Simply having an M&E system is insufficient; data must be actively used to inform coordination and decision-making. Future projects should ensure that M&E's modern frameworks, tools, and capacity are in place before effectiveness, with clear mechanisms for data sharing and inter-agency coordination.
