SAFFE Knowledge Brief - Unlocking Adaptation Finance in Fragile and Conflict-affected settings in East Africa
Overview & Synopsis
The main objective of this working paper is to present preliminary findings about the relevance of NbS for building climate resilience in FCV affected settings, discuss the status of climate finance related to NbS and outline key barriers, opportunities, and recommendations to scaling NbS and/or climate finance in FCV affected settings/countries. This analysis is to be understood as an ongoing effort that draws from existing literature and data, as well as interviews with key World Bank staff members. It is meant to provide high-level recommendations on actions that can be taken to accelerate access to finance, as well as hone-in on key issues that may be unique to NbS. Emphasis is placed on identifying relevant barriers and entry points to scaling access to climate finance in support of NbS in fragile and conflict-affected settings (or similarly how NbS-related finance can advance adaptation outcomes in these settings). This includes public financing from bilateral and multilateral sources, but also the potential for private finance to play a role.
