Procurement Guidance : Project Procurement Strategy for Development - PPSD Long Form Detailed User Guidance
Overview & Synopsis
A Project Procurement Strategy for Development (PPSD) is the Bank’s project-level procurement strategy document, prepared by Borrowers with support from Bank staff, and serves as the primary procurement planning tool for projects. It is developed during the preparation phase of an Investment Project Financing (IPF) plan and outlines how procurement activities will contribute to the project’s development objectives and ensure Value for Money (VfM). Based on the PPSD, Borrowers formulate the Procurement Plan (PP), which records the agreed Procurement Arrangements for the project. This guidance presents a structured approach to preparing a PPSD Long Form and introduces various tools and methodologies to support the creation of a comprehensive procurement strategy.
