Leveraging SWIFT to Enhance Proxy Means Testing (PMT) : Improving Efficiency and Shock-Responsiveness in Dynamic Social Registries

Economics & Development Published 2025 Verification Pending

Overview & Synopsis

This presentation discusses the integration of the SWIFT methodology (Survey of Well-being via Instant and Frequent Tracking) to improve the efficiency and responsiveness of Proxy Means Testing (PMT) within dynamic social registries. SWIFT-based PMTs leverage step-wise regression with cross-validation techniques to reduce the number of variables and prevent model over-fitting while maintaining or enhancing targeting performance. Fewer PMT predictors can lower data collection costs, facilitating more frequent updates for dynamic social registries and mitigating data decay. Results from case studies for Niger, Togo, Uganda, and Afghanistan are explored.
