Overview & Synopsis

The development objective of National Water Resilience Project for Comoros is to improve access to and maintenance for basic water supply services in Grand Moroni and strengthen sector governance. This paper seeks the approval of an additional financing (AF) of five million US dollars for the project. This AF will finance investments aimed at improving water supply infrastructure and sector governance. As with the parent project, the AF will scale up investments to aid production, storage and distribution in Grand Moroni. Specifically, it will finance: (a) the drilling of two additional wells to secure and diversify water sources; (b) the construction of a new reservoir of 2,500 cubic meters to the north of the capital to increase capacity for water storage; (c) the identification of sites of major leaks and replacement of dilapidated primary distribution network pipes of approximately 6.7 kilometers and installation of boosters; (d) the construction of standpipes aimed at enhancing water distribution; and (e) the acquisition and installation of goods to improve utility performance, including meters (prepaid and/or smart) and connection equipment kits. Further, the AF will support the construction and furnishing of a new headquarters for the nation’s water utility, SONEDE, that is currently operating in highly constrained and dilapidated spaces.
