Overview & Synopsis

The objective of the Urban Water Security Project for Mozambique is to increase access to water supply services and to improve the efficiency of urban water supply services. There are five components to the project, the first component being access to sustainable and climate resilient water and sanitation services. The component is structured in five sub-components, specifically: reducing climate hazards impacting water supply infrastructure and services through Integrated Water Resources Management (IWRM) and watershed management, expansion of access to climate-resilient water supply services, Output-based payments (OBP) for low-income household connections, Improvement of the quality of services provided by PWPs, and access to safely managed sanitation. The second component is the improvement of performance and efficiency of services. The component is structured in four sub-components: performance improvement for the service area of the GMMA, Performance improvement for the Southern Region service area, Performance-based financing for NRW reduction in GMMA and Southern Region, and revolving fund for a prepaid meter program. The third component is the water sector development support. This component will be divided into five sub-components, specifically: improvement of the enabling environment for private sector participation, strengthening AURA’s regulatory role, strengthening ARA-Sul capacity to manage water resources, institutional development support for FIPAG, and preparatory studies for the next generation of WSS investments. The fourth component is the project management support. This component will support technical assistance and incremental project operational costs for the two Project Implementation Units (PIU) based in FIPAG and DNAAS, and the Project Technical Units (PTU) based in ARA-Sul and AURAS. It will also provide additional support for environmental and social standards compliance. Finally, the fifth component is the contingent emergency response.
