Romania - Justice Services Improvement Project
Overview & Synopsis
Ratings of the Justice Services Improvement Project for Romania were as follows: outcome was highly satisfactory, Bank performance was satisfactory, and M&E quality was substantial. Lessons learned underscore that justice sector reforms benefit from programmatic sequencing over multiple operations, supported by timely analytical work to guide priorities, sustain momentum, and reduce sustainability risks; unfinished activities can be deliberately transferred to follow-on projects to avoid partial reforms. Designing physical infrastructure, digital solutions, and institutional changes as complementary interventions, rather than sequential or stand-alone investments, helps translate capital spending into operational improvements; applying standardized, user-centric design norms and aligning connectivity and hardware upgrades with service delivery needs strengthens results. Capacity-building is essential to sustain digital reforms; targeted training for end users and technical staff, including cybersecurity and advanced IT skills, is needed to operate and maintain systems reliably. Implementation capacity, flexible design, and sustained in-country engagement are critical determinants of delivery performance in complex operations; embedding flexibility at entry and using restructuring proactively enables adaptation to shocks without undermining development objectives, while stable, hands-on supervision and an in-country task team leader facilitate timely problem-solving. Recommendations include planning justice reforms as successive, analytically informed operations that institutionalize standards and scale foundational investments; co-designing infrastructure, ICT, and process changes to ensure operational relevance; budgeting and scheduling systematic capacity-building for users and IT specialists to underpin digital justice services; and combining realistic implementation planning with built-in flexibility and sustained on-the-ground supervision to manage procurement complexity, staffing constraints, and external shocks effectively. Future operations should continue this integrated and adaptive approach to consolidate gains, strengthen resilience, and safeguard long-term outcomes.
