Sierra Leone - Smallholder Commercialization and Agribusiness Development Project (SCADEP) Project
Overview & Synopsis
Ratings of the Smallholder Commercialization and Agribusiness Development Project for Sierra Leone were as follows: outcome was satisfactory, Bank performance was moderately satisfactory, and M&E quality was substantial. Agribusiness-led out-grower models work best when commercial and publicly supported functions are clearly distinguished; future operations should, with joint participation of relevant public institutions, potential buyer agribusinesses, and producer organizations, define which functions can be sustainably delivered by agribusinesses, which require specialized technical-service providers or public extension, and how responsibilities and recurrent costs will transition after project closure. Matching grants cannot substitute for appropriately structured agricultural finance or viable commercial relationships; future programs should assess financial capacity, calibrate matching requirements, develop agricultural lending that is accessible and tenor-matched to investment cash flows, and finance assets only within credible business models anchored in strong farmer, buyer, management, and maintenance arrangements. Major civil works should be included in agricultural projects only when readiness, financing, and implementation periods are aligned; such investments should proceed only when designs, safeguards instruments, financing, and responsibilities are sufficiently advanced, otherwise they should be sequenced through a dedicated or successor operation. Emergency mechanisms can protect development gains rather than only finance relief; shock-prone commercialization projects should establish mechanisms capable of rapidly safeguarding productive assets, input systems, and critical value-chain relationships to maintain continuity during crises.
