Mozambique - Agribusiness Value Chains Development Program Phase 1 of the Multiphase Programmatic Approach (MPA)
Overview & Synopsis
The objective of the Agribusiness Value Chains Development Program Phase 1 of the Multiphase Programmatic Approach (MPA) is to increase agribusiness growth, improve balance of trade and increase employment in agribusiness in selected corridors in Mozambique. The report presents the World Bank’s proposed Mozambique Agribusiness Value Chains Development Program (Phase 1), supported by a 250 million dollar IDA grant under a Multi-Phase Programmatic Approach (MPA). The program aims to increase productivity, commercialization, and job creation in selected agribusiness value chains across Mozambique’s strategic economic corridors by strengthening market linkages, mobilizing private investment, enhancing climate-resilient infrastructure, and improving the policy environment for agribusiness development. Phase 1 (2026-2031) focuses on six priority value chains: maize, rice, livestock, fisheries, horticulture, and forestry. Interventions include improving access to quality agricultural inputs, supporting farmer organizations and partnerships with agribusiness off-takers, expanding irrigation through public-private partnerships, establishing a national digital agriculture platform, and investing in climate-resilient logistics and market infrastructure. The program also promotes policy reforms in seed regulation, agricultural insurance, cooperatives, fisheries governance, and agricultural financing. The initiative seeks to integrate 500,000 farmers into value chains, register 425,000 farmers on digital platforms, mobilize 50 million dollar in private investment, and create approximately 400,000 more and better jobs, with a strong focus on women and youth inclusion. By addressing productivity constraints, market access barriers, and institutional weaknesses, the program is expected to contribute to rural economic transformation, improved food security, enhanced climate resilience, and sustainable agribusiness-led growth in Mozambique.
