India - Tamil Nadu Irrigated Agriculture Modernization Project
Overview & Synopsis
Ratings of the Tamil Nadu Irrigated Agriculture Modernization Project for India were as follows: Outcome was satisfactory; Bank Performance was moderately satisfactory; Monitoring and Evaluation quality was substantial. Lessons learned and recommendations are as follows. Decentralized systems and community platforms proved most effective under climate stress; Model Villages and local institutions such as Water User Associations (WUAs) and Farmer Producer Companies (FPCs) enabled informed decisions on water budgeting, crop choice, and marketing, so future operations should prioritize strengthening existing institutions over creating new ones, with clear sustainability milestones, phased government co-financing, and post-closure support plans to secure continuity. Sustained community participation in operations and maintenance requires integrating on-farm development (OFD) works into scheme modernization from the outset in close coordination with agriculture and horticulture departments; WUA-managed rotational water supply should start early to demonstrate equitable distribution benefits, especially for tail-end and vulnerable users. Irrigation investments deliver more durable outcomes when embedded in an integrated value-chain approach; allocate infrastructure spending proportionally across irrigation and agriculture, strengthen traditional markets such as Agricultural Produce Market Committee yards and rural haats alongside institutional channels like FPCs, and widen alternative market pathways with explicit targets linked to electronic national market platforms, online markets, exports, and private partners to ensure balanced departmental accountability. A contingency window is critical for resilience; activating the Contingent Emergency Response Component (CERC) enabled timely flood recovery, and future restoration should incorporate forward-looking climate design, including adequate spillway capacity and freeboard, to reduce the risk of recurrent damage and safeguard development outcomes.
