Guatemala - Rural Infrastructure and Mobility for Good Living Program Project

Overview & Synopsis

The development objectives of the Rural Infrastructure and Mobility for Good Living Program Project for Guatemala are to: (i) improve climate-resilient road connectivity in selected lagging rural areas; and (ii) enhance national road sector management. The project comprises of three components. The first component, rural roads, departmental roads and national roads will select a set of rural, departmental, and national roads sections for intervention in line with a network-based strategy focused on connectivity. It consists of following sub-components: (i) rehabilitation and improvement of rural roads; (ii) rehabilitation and improvement of departmental roads and national roads; and (iii) strengthening road zones’ emergency response capacity. The second component, strategic management will support institutional strengthening activities identified to improve the technical capacities of the General Road Directorate (DGC) and Ministry of Communications, Infrastructure, and Housing (CIV). The third component, project management will strengthen the capacity of the DGC’s Project Implementation Unit (PIU) by providing support for, among others: (i) project management and coordination, including an internship program for selected female engineering students or recent graduates working for a period of time at the DGC; (ii) monitoring and reporting on Project progress and results and conducting impact evaluation activities; (iii) fiduciary management and supervision, internal controls, and financial and technical audits for the Project; (iv) the DGC’s systems for managing environmental and social (E and S) standards; (v) outreach to stakeholders to promote Project awareness, citizen participation, and establishment of grievance mechanisms; (vi) training and workshops for DGC staff, including on project management and fiduciary and E&S matters; and (vii) carrying out of minor works to refurbish the PIU office space.
