Argentina - Northwestern Road Development Corridor Project
Overview & Synopsis
Ratings for the Northwestern Road Development Corridor Project for Argentina were as follows: outcomes were highly unsatisfactory, the Bank performance was satisfactory, and the monitoring and evaluation quality was substantial. Some lessons learned included: despite serious implementation difficulties and minimal disbursements, five years elapsed before the first group of civil works was cancelled as part of the sequence 2 restructuring. To address challenges that impede the achievement of the PDO in WB projects, fundamental actions may be required early in project implementation. These actions may include partial or full loan cancellation to prevent emerging E&S issues or to avoid the need for continued monitoring activities after the project's closure. When contemplating the early cancellation of project components, it is essential to adopt a structured approach to ensure that the decision is well-informed and justified. Bank teams can support clients in developing a transition plan to manage the cancellation process effectively, including communication with stakeholders, reallocation of resources to optimize their use, and necessary adjustments to the project plan. The primary goal should be to ensure a smooth transition, minimize potential disruptions, and mitigate adverse impacts. Additionally, it is important to manage the client’s expectations throughout the process to maintain a positive relationship and ensure mutual understanding. Using rated criteria in the procurement process can help decision-makers by providing a structured and objective framework that incorporates relevant attributes in the assessment. In the NW Project, one contractor won the contract proposing a weight on the price of asphalt below the minimum specified in the bidding documents; this resulted in lengthy renegotiation processes after the economic conditions deteriorated, which ultimately led to contract termination, adversely affecting the project's progress. To enhance the procurement process in countries experiencing macroeconomic disruptions, implementing rated criteria and incorporating performance and quality standards can be valuable. This strategy allows for the evaluation of bids to be based on factors beyond cost, such as the quality of work delivered or adherence to deadlines on similar projects. The evaluation process could also rate specific proposal-related factors, including the contractor’s ability to effectively resolve issues, by assessing their compliance with legal, environmental, and social regulations, or the innovation in their project plan, including their planned risk management and emergency response strategies.
