Djibouti - Public Administration Modernization Project
Overview & Synopsis
Ratings for the Public Administration Modernization Project for Djibouti were as follows: outcomes were moderately satisfactory, the Bank performance was moderately satisfactory, and the monitoring and evaluation quality was modest. Some lessons learned included: establishing legally binding frameworks is essential for supporting and sustaining systems and platforms. Without a legal environment, projects such as PAMAP cannot achieve their full potential. Future teams should use mechanisms like Performance-Based Conditions to incentivize government reforms such as the Digital Code, ensuring that the projects focus on achievable objectives and improve implementation success. Strong institutional coordination is important for successful project implementation. Involving a new ministry during project implementation can lead to unclear responsibilities and delays, as happened with MDENI and ANSIE. Resolving such challenges requires the establishment of clear roles and fostering effective communication and collaboration among all involved institutions. Overlaps would be minimized to extent possible, processes streamlined, and project efficiency and effectiveness enhanced. Risk assessments should be conducted as required (e.g., during restructuring) to identify potential challenges and develop mitigation strategies prior to introducing new activities in an ongoing project. As observed in PAMAP, the introduction of the ITAS should have been thought through more carefully to ensure sufficient budget allocation and mitigate weak contract management capacity.
