Mongolia - Second Energy Sector Project
Overview & Synopsis
Ratings of Second Energy Sector Project for Mongolia were as follows: outcome was satisfactory, Bank performance was satisfactory, and monitoring and evaluation quality was substantial. Some of the lessons learned include: the network rehabilitation under component 1 could have been fully appraised prior to Board approval for improved implementation readiness while maintaining needed investment flexibility for the demonstration solar PV component 2; a better designed M&E framework would have been more suitable for facilitating Project implementation and post-evaluation; procurement readiness, close contract management and enhanced financial management are critical for timely project implementation and closure; and the Project highlights the impact of climate funds in internalizing locally a global externality by incentivizing investments in climate-friendly interventions.
