PFR Fundamentals : Total Carbon Price 2.0
Overview & Synopsis
This note details the Total Carbon Pricing (TCP) 2.0, a method designed to calculate comprehensive carbon prices and first established in World Bank (2023). The TCP allows for a nuanced understanding of the entire policy-related price signal influencing the combustion of CO2-emitting fuels, offering a standardized and flexible approach for comparing and contrasting carbon pricing efforts across different policy instruments and contexts. The TCP can be analyzed at the country level. Additionally, the metric offers insights for individual fuels and sectors—and their components—which can help differentiate between areas where carbon pricing is implemented effectively and where carbon remains underpriced. This note extends the work of World Bank (2023) by refining key aspects, particularly through improvements in the underlying data.
