Pakistan - Actions to Strengthen Performance for Inclusive and Responsive Education Program Project : Third Additional Financing

Overview & Synopsis

The objectives of the Third Additional Financing of the Actions to Strengthen Performance for Inclusive and Responsive Education Program Project is to support the government to: (i) respond to school disruptions caused by the COVID-19 pandemic; (ii) recover access and improve education quality; and, (iii) enhance sector resilience through better coordination, with a focus on disadvantaged areas and vulnerable populations. The Additional Financing (AF) includes a number of proposed changes (Level 2 restructuring) comprising scaling- up existing DLIs, introducing six new Disbursement Linked Results (DLRs), updating the results framework to reflect revised baseline, midline, outputs and outcomes, and extending the closing date to June 30, 2028. Addendum assessments covering Fiduciary and Environment and Social systems were conducted for the extended period, with the Fiduciary Program Action Plan and Environment and Social documents updated and disclosed. With this AF, the total IDA Program amount will increase to 233 million dollars. The Program is fully aligned with the Country Partnership Framework (CPF) for Pakistan (FY26–35)1 and contributes to outcome 2 by reducing learning poverty to 83.8 percent (from 86.8 percent) and by improving foundational learning for primary students through recovering the gross enrollment rate (GER) back to 72 percent. This AF will provide better education to 800,000 out-of-school children (OOSC) and at-risk students (of which 55 percent are female) by June 2028, which directly contributes to the overall CPF Outcome 2.1 indicator of providing better education to 12 million students by 2035.
