Learning Note on the Design and Rollout of the Uganda Micro-Scale Irrigation Program : Enabling Farmer-Led Irrigation Development by Closing the Affordability and Knowledge Gap
Overview & Synopsis
The Uganda Micro-Scale Irrigation Program (MSIP), launched under the Uganda Intergovernmental Fiscal Transfers (UgIFT) Program, has pioneered a farmer-led approach to expanding irrigation access for smallholders. By addressing key barriers of knowledge gaps, limited financing, and weak supply chains, the MSIP has enabled over 4,700 farmers to install irrigation systems covering 3,360 hectares. Farmers co-financed nearly 30 percent of system costs, mobilizing USD 6.3 million in private capital alongside government subsidies that incentivized solar-powered technologies. Beyond direct outcomes, the program catalyzed systemic change. It shifted irrigation delivery from a top-down model to one where farmers make informed technology choices, supported by digital tools like the IrriTrack app, nationwide training, and targeted communications. Suppliers and financial institutions discovered new market opportunities, competition increased, and equipment prices fell. These changes have narrowed the affordability gap and built confidence in Farmer-led Irrigation Development (FLID) as a scalable pathway for resilience, jobs, and livelihoods. The MSIP demonstrates that with strategic facilitation, even modest government subsidies can unlock significant farmer investment and trigger wider transformation in agricultural technology and finance markets. Its lessons provide a replicable model for advancing climate-resilient agriculture in Uganda and beyond.
